The GTM Intelligence Layer is a new category, which means the tools claiming to be in it are not yet differentiating on a shared definition. Data platforms describe themselves as intelligence layers. AI SDR tools describe themselves as intelligence layers. Sequencers with research add-ons describe themselves as intelligence layers. A buyer evaluating this space without a rigorous framework will ask the same questions they ask about any sales tool — how many contacts, what integrations, what’s the pricing — and come away unable to tell the category from its imitators.
The right questions are different because the category does different work. A GTM Intelligence Layer operates upstream of execution — it produces the offering-specific research and account context that makes execution relevant. That is a different function than enriching a list, automating a sequence, or personalizing an email. Standard evaluation questions for those tools don’t discriminate well here.
Seven questions do. Each one targets a specific architectural requirement of the category — something that a data platform, an AI SDR tool, or a CRM add-on won’t answer in the same way. Ask all seven. The answers define what you’re actually buying.
1. Does the platform produce offering-specific research, or generic account enrichment?
This is the first cut because it separates the largest adjacent category cleanly. Data enrichment platforms append records — job titles, funding rounds, technology stack, firmographic data. They are useful inputs. They are not research.
A GTM Intelligence Layer produces research that is grounded in what you specifically sell. The offering shapes the output: which of the accounts in scope have a situation where this specific offering is relevant right now. That question requires understanding the offering — its domain, its buyer profile, the situations where it delivers outcomes — not just the account’s public attributes.
A vendor that can enrich 10,000 contacts with accurate firmographic data hasn’t answered this question. A vendor that can surface which 80 of those 10,000 accounts have a current situation where your specific offering is genuinely relevant has.
2. Does it read the ecosystem, or just the accounts?
For most ecosystem partners — AWS, Azure, GCP, Salesforce, SAP, SaaS — the most valuable intelligence is not about individual accounts in isolation. It is about how those accounts sit inside a program ecosystem that creates specific timing windows for specific types of outreach.
An AWS partner’s MAP-eligible accounts are not interchangeable with accounts in the same ICP that have no MAP relationship. An Azure ISV’s MACC-enrolled accounts have a different co-sell dynamic than accounts with no Azure consumption commitment. A GCP partner with a Healthcare and Life Sciences competency is not interchangeable with a generalist SI when Google routes a healthcare account.
A platform that treats all accounts the same way regardless of ecosystem context is reading addresses, not maps. A GTM Intelligence Layer reads the ecosystem — program mechanics, competency signals, co-sell dynamics — and connects that context to specific account situations. Ask this question and watch whether the answer includes the word “ecosystem” or just “accounts.”
3. Does it make research infrastructure the unit of improvement, or individual outreach?
AI SDR tools optimize the message: better personalization, more sophisticated subject lines, smarter follow-up sequences. These optimizations are real and some of them work. They also produce a ceiling, because AI personalization is now a commodity signal that buyers have learned to recognize. Optimizing the message assumes that the research upstream is already good. When it isn’t, better messages on irrelevant outreach produce better-written irrelevance.
A GTM Intelligence Layer makes the research infrastructure the unit of improvement. Each cycle, the offering-to-situation matching gets sharper. The contact selection improves. The timing intelligence is refined by what actually converted and what didn’t. The outreach gets better not because the copy improved but because the research that preceded it improved.
Ask a vendor what improves over time as a team uses the platform. If the answer is about message optimization — A/B testing, subject line variants, sequence performance — it’s an AI SDR tool with a research feature. If the answer is about research quality and offering-to-situation matching, it’s in the right category.
4. Does it keep humans in the loop at the moments that matter?
GTM is still about real people building real relationships. A platform that positions itself as human-replacement — fully autonomous outreach, AI-handled conversations, automated deal progression — has either miscategorized the work or is setting its customers up for credibility damage at scale.
A GTM Intelligence Layer does the upstream work — research, account selection, outreach drafting — and surfaces decisions to humans at the moments where judgment matters: which accounts to prioritize right now, whether a specific outreach moment is right, when to invite a PDM into a co-sell conversation, when to advance a prospect to the next stage. Humans make those calls. The platform makes it possible to make them well.
This is a non-negotiable architectural requirement for the category. A vendor who can’t describe specifically where human judgment enters the motion is describing something other than a GTM Intelligence Layer.
5. Does it converge with how each ecosystem’s program mechanics actually work?
Co-sell through ACE works differently than Microsoft’s partner-originated co-sell model. GCPN’s automated Capability tracking rewards validated closed/won contributions in ways that the old Partner Advantage compliance model didn’t. Google Cloud Marketplace partnership gravity operates differently than AWS Marketplace listing dynamics. If a platform produces identical outputs regardless of which ecosystem the partner operates in, it isn’t reading those ecosystems.
Ask: does the platform’s research understand the specific program mechanics of the ecosystem I’m in? Can it surface which accounts are in MAP-eligible phases versus which are in standard migration programs? Does it distinguish between an Azure ISV co-sell-ready submission and one without co-sell eligibility? If the answer is the same regardless of ecosystem, the platform is selling horizontal B2B intelligence, not ecosystem-native GTM intelligence. Both exist; only one is the GTM Intelligence Layer.
6. Does it produce outputs a PDM — or equivalent — can actually champion?
In co-sell motions, the test of whether research has been done is whether the output gives a PDM something to act on. An ACE submission without account context, a co-sell outbound without a stakeholder relationship behind it, an opportunity without a specific timing reason — none of these give a PDM a championable position. She needs something specific: a real account, a real situation, a real reason why this partner should be talking to this prospect at this moment.
The test applies beyond formal co-sell. Any outreach motion benefits from the same discipline: does the output carry a specific, genuine reason to reach out, or is it a better-formatted version of generic outreach? A platform that produces generic outputs at higher volume has scaled irrelevance. A platform that produces specific, research-grounded outputs gives every message a real reason to exist.
Ask to see example outputs. If they read as ICP-filtered contact lists with AI-personalized first lines, the platform is in the AI SDR category. If they read as specific accounts, specific situations, and specific reasons to reach out, it’s in the right category.
7. Does the intelligence compound, or reset with each use?
The word “layer” in GTM Intelligence Layer implies something persistent and cumulative — not a one-time research task or an on-demand prompt. A layer builds over time. Each cycle, it knows more: which offering-to-situation combinations converted, which account types responded at the right moments, which research directions produced the account intelligence that led to closed opportunities.
A platform that treats each research task in isolation — whether it’s a prompt to an AI assistant or a one-time enrichment run — is not a layer. It is a tool. Tools are useful; layers are compounding. The difference matters for the investment decision: a tool produces linear returns proportional to how often it’s used; a layer produces compounding returns as the intelligence it holds improves with each cycle.
Ask: what does the platform know after six months that it didn’t know on day one? If the answer is nothing — if each session starts fresh — it’s not a layer. If the answer is that offering-to-situation matching has improved, that account timing intelligence has been refined, that the research surface has been calibrated by what actually converted, it’s in the right category.
Seven questions. One category.
A platform that answers all seven affirmatively — offering-specific research, ecosystem-native intelligence, research as the unit of improvement, humans in the loop, ecosystem program convergence, championable outputs, compounding intelligence — is a GTM Intelligence Layer. A platform that fails several is likely a data platform, an AI SDR tool, or a CRM add-on describing itself in the language of a category it doesn’t occupy.
The category is real and the distinction is consequential. An AI SDR tool that scales irrelevant outreach produces more irrelevance faster. A data platform that enriches a poorly researched contact list produces a better-enriched poorly researched contact list. A GTM Intelligence Layer produces the offering-specific, ecosystem-native, research-grounded foundation that makes execution — whatever the execution channel — land as relevant rather than noise.
