You bought the signals package. You filtered the list down to accounts flagged as high-intent. Your team ran the sequence against those accounts, and the reply rate came back at 1.8%. You troubleshot the subject lines, shortened the sequence, A/B tested the opening lines. The next batch ran at 1.6%.

The problem was not the execution. The problem was that intent data told you something real — and something completely insufficient.

A company researching “cloud modernization” is telling you they are exploring a broad category. They are not telling you what specific problem they need solved, which type of partner is equipped to solve it, whether their situation maps to your offering at all, or whether there is any reason for them to respond to you specifically over the twelve other vendors who bought the same signal. The intent score says they are in-market. It says nothing about whether you belong in their inbox.

What a behavioral signal actually is

Intent data is a behavioral signal. A company consumed content in a topic category. That activity was captured, scored, and sold as an indicator of purchase readiness. This is not a fabrication — the behavior is real and the correlation with category interest is genuine.

But a behavioral signal is not a buying signal. It is a category signal.

Consider what intent data does not tell you: why the company is researching the topic — whether they are evaluating vendors, benchmarking an existing solution, building internal knowledge, or following a news trend. It does not tell you what specific problem they need solved, at what scale, with what constraints. It does not tell you whether the person who consumed the content has any purchasing authority. And it does not tell you whether your specific offering — as distinct from every other offering in the same broad category — is relevant to their situation.

A high intent score identifies a company that might be interested in a category. Relevance requires knowing whether you specifically are the right answer to their specific situation right now. Those are different things. The gap between them is where reply rates go to die.

Why signals became the default answer

Intent data filled a real vacuum. Before it existed, go-to-market teams had few tools for prioritizing outreach beyond job-title filtering, company size, and vertical. The signals category arrived with a compelling pitch: you could see who was in-market, focus your outreach on the best-fit accounts, and stop wasting cycles on companies that were not actively looking.

The pitch landed. And the product produced real results early on — when the data was scarcer and the signal had more signal in it. Accounts flagged as high-intent did, on average, convert at higher rates than cold accounts. The dashboards were legible. The motion created activity that could be reported upward: 500 high-intent accounts identified, 300 sequenced, 12 replied.

The problem compounded as the category scaled. When every go-to-market team has access to the same intent signals and uses them to trigger the same outreach motions, the signal degrades. High-intent accounts start receiving outreach from a dozen vendors in the same week. The timing window that once meant something now means you are in a queue. The average reply rate against intent-triggered outreach has converged toward the same 1–3% that defines cold email performance broadly — not because the intent data got worse, but because everyone is using it the same way.

Intent data optimized for the wrong variable. It improved prioritization — which accounts to contact — without addressing relevance — why those accounts should respond to you specifically. Prioritization without relevance is a slightly shorter path to being ignored.

What relevance actually requires

Relevance is not a feature of a better prompt or a sharper subject line. It is the output of three inputs working together: offering-specific research, ecosystem-native knowledge, and specific prospect context.

Offering-specific research starts with knowing what you sell with enough precision to identify who it fits. Not a value proposition slide — a structured understanding of what the offering does, what the prospect’s situation needs to look like for the offering to apply, and what outcome it produces in that situation. An offering that is specific enough to answer those questions creates a filter: of the thousands of potential contacts in a market, a much smaller set has a clear reason to engage with this particular offering at this particular time.

Consider a company that just announced a major platform migration. The trigger is public — a press release, a blog post, a cluster of job postings for cloud infrastructure roles. What makes that trigger relevant depends entirely on what you sell. A partner specializing in data infrastructure for mid-migration environments has a specific reason to reach out at that moment. A partner whose offering applies to the post-migration optimization phase has a reason to reach out 6–12 months later. A partner whose offering is adjacent but not specifically relevant to that migration type has no particular reason at all — regardless of what an intent score says about the company’s general category interest.

Ecosystem-native knowledge adds a layer that intent data has no mechanism to provide. Each major partner network has program mechanics, incentive structures, and timing cycles specific to that ecosystem — co-sell motions, marketplace structures, competency progression patterns, migration incentive windows. A partner who understands those mechanics can identify the specific timing windows that make outreach relevant: not just that a company has cloud modernization interest, but that a company at a specific stage in a specific program is in a position where a specific offering produces an accelerating outcome. That is not a score. That is an intelligence layer.

Specific prospect context ties the offering and the ecosystem knowledge to the individual contact and their actual role. A CTO at a company that just kicked off a compliance-driven infrastructure overhaul is in a different decision-making position than an IT director at a company announcing its first cloud migration. The offering that is relevant, the timing that matters, and the message that lands are all different. Relevance is contextual. A signal flag treats both as equivalent. Research does not.

The gap signals can’t close

The question intent data cannot answer is: why should this specific company care about your specific offer right now?

That question is the relevance question. It is also the question that determines whether a message gets read or deleted. Buyers are not evaluating how well your subject line was written. They are making a near-instant judgment about whether the sender has a real reason to reach out to them specifically. A high intent score does not give you that reason. Research does.

This gap is structural. Intent data is a categorical input. Relevance is a specific output. You cannot derive a specific answer from a categorical input, regardless of how you process it or how sharp the messaging is on top of it.
